Revert "Hardcode o.e.jdt.annotation to 2.1.150 value in an attempt to fix the Jenkins problem".

The RSS reader built into the Toolbox has a hard dependency on o.e.jdt.annotations version 1.1.150. This reverts commit 480fccd0.
